Your parents need to inform their own auto insurance company right away, so that a claim will be opened. Since it involves an alleged automobile accident, their insurance will cover the claim. The Insurance Company will investigate, and this sounds like a claim that their SIU (Special Investigations Unit) would be very interested in. SIU departments usually work hand in hand with the local D.A., and love to see fraudulent claims prosecuted. I have seen many like this, and unraveling them is usually pretty easy, although it takes time. It is wonderful when the jackass gets sent away for Felony Insurance Fraud, I have played my part in doing so many times. You will need to make sure that the adjuster understands that the claim needs to be fully investigated, some just want to pay the claim and get the file off of their desk.
It sounds like this first notice is for repairs to 'other' vehicle, since it was sent fairly recently. Be on the alert for the Personal Injury lawsuit that will probably follow in 4 to 6 months, that will be filed by the people who were allegedly in the 'other' vehicle.
