i actually have a question about this.

Here is my train of thought:

Any slave to MTC should have come here and read all of the decrees and rules.
If a slave goes around the proper channels and complains to someone they shouldn't, my first instinct (if I were free) would be to impose punishment for a) not reading the rules and b) breaking the rules.

I suppose it is just a thought....but doesn't that seem to make sense?
